Vernon Parish – Last night, a Louisiana State Police Troop E Trooper arrested Douglas Zabala Cubillan (O/M 45 yrs) of Duluth, GA and charged him with human trafficking (nine counts of labor trafficking).

At approximately 9:20 p.m., while on patrol, the Trooper observed a 2005 Toyota Sequoia on LA Hwy 8, near Leesville. The Trooper stopped the Toyota for two traffic violations, obstructed license plate and improper lane usage. As the traffic stopped progressed, the Trooper became aware of seven Hispanic males and two Hispanic females, in the vehicle. All were determined to be illegal aliens from Mexico, which Cubillan was transporting to different cities to work.

The nine illegal aliens were released to the United States Border Patrol and are awaiting deportation back to Mexico.

Cubillan was booked into the Vernon Parish Detention Center. The investigation remains ongoing.

These victims were being transported through a human smuggling operation, where they would be forced into debt bondage. This type of trafficking is an example of modern day slavery, where unreasonable working conditions exist. Louisiana State Police will continue to focus on trafficking investigations, with our federal and local law enforcement partners and service providers, to bring resources and services to the victims of these type of crimes.
